Problems with barking dogs can be resolved without police or going to court. A judge can be more sympathetic if you and your neighbor have made some type of effort to work out the problem. If a dog tends to bark when its left alone, the owner may not know of the problem and that it is causing a nuisance. Try to be on friendly terms with your neighbor and come up with some type of schedule when the dog might be kept inside the house. If a plan is agreed upon, talk again in a few weeks about the situation. There are also mediators who are trained to work with these types of situations. Try any and all possibilities before resulting to the courts, which at times, can make a situation worse.
